Bill on GHG emissions regulation submitted to Russian Parliament

On February 20, 2021 the Russian Government submitted a legislation proposal to regulate emissions of greenhouse gases to the State Duma.The bill introduces: (1) obligatory reporting of GHG emissions for major emitters(over 150,000 t CO2e per year till 2024, then over 50,000 t CO2e per year) and voluntary reporting for smaller entities; (2) legal framework for voluntary climate-related projects.
This is the first attempt to create a national carbon market in Russia. Russian and foreign entities will get an opportunity to receive carbon units for various activities ranging from energy efficiency measures to projects increasing absorption capacity of natural sinks.
