    Development of a methodological tool to incorporate disaster risk analysis in public investments on water access and water treatment projects, mainstreaming criteria for adaptation to climate change. Faced with the challenges posed by this global pandemic, the infrastructure for the provision of the public services of water, sewerage and wastewater treatment is essential in the territories. This guide will promote -green infrastructure-, while improving capacities in municipalities and provinces, contributing to the much-needed territorial institutional strengthening. This measure will help the poor to access basic sanitation services and improve their health through better water quality, which will impact inequality. This measure will also reduce environmental degradation of ecosystems affected by non-treated wastewaters and will prepare subnational governments to adapt to climate change regarding water access and treatment conditions.

    Recovery Redesign
    Works on "Canal del Dique" Infraestructure for adaptation to climate Change.
    Canal del Dique, is a 118 km canal that connects the bay of Cartagena with the Magdalena river in the department of Bolívar, in northern Colombia.

    Implementing the National Climate Finance Strategy, in order to achieve the goals in climate mitigation and adaptation measures, as well the econmic green recovery.     Promote BIO production projects with regional linkages, involving the private sector, in sectors such as energy, health, chemicals, food, agriculture and tourism.
    Colombia is one of the earth’s biodiversity champions, ranking 2nd in the world thanks to its biological richness based is a wide variety of ecosystems, like tropical forests, paramos, mountain habitats in the Andes, grasslands, and islands. However, thus far its natural capital has not been used as a competitive advantage to generate jobs and opportunities for sustainable economic growth in vulnerable regions of the country.
    Aiming to generate mechanisms to leverage regional and interregional projects in Bioeconomy, through different sources of financing, this measure will increase regional budgets and promote new income sources for territories with high biodiversity but high poverty rates at the same time. It will contribute to the sustainable use of this biodiversity, alleviate environmental degradation, and will contribute to climate change mitigation using innovative eco-friendly products.

    Design and execute a business acceleration program based on biodiversity and biomass. This program will include market-oriented research centers and will offer assistance through specialized entities to develop products, processes and services based on biodiversity and biomass, to be traded in international markets.

    Recovery Redesign
    Part of Policy Document 4023 "Policy for economic reactivation, and sustainable and inclusive growth: New commitment for the future of Colombia"
    Design and implement a strategy for the development of regional projects and initiatives in circular economy regarding commerce, industry and tourism (financing, co-financing, investment funds, advisory models and productive scaling).
    The transition to the circular economy requires a transformation of the producing firms towards less resource-intensive business models, which is why incentive packages will be created to support circular industrial initiatives, clusters and regional projects. These incentives will comprise loans, investment funds, and the advisory to productive and commercial scaling for green entrepreneurship related to circular economy. With this measure, it is expected to generate new green jobs to help reducing inequality, improve the natural capital conservation and contribute to mitigate climate change.

    Colombia is member of NDC-P, where members leverage their resources and expertise to provide countries with the tools they need to implement their NDCs and combat climate change to build a better future. Under NDC-P, there is a "Green Recovery Network", where members share their lessons on the matter.
