Response
Emergency measures in the short term (a few months to one year) to address concerns that have directly emerged from the COVID-19 pandemic and may include forced action.
Recovery
Socioeconomic measures in the medium term (one to a few years) with an environmental and climate focus to “build back better” from COVID-19, and usually involves planned, intentional action.
Redesign
Paradigm shifts and measures in the long term (more than a few years to a few decades) toward redesigning current socioeconomic and sociocultural systems to be sustainable and resilient.

1.Climate mitigation measures

  • Transition to renewable energy

    Redesign
    Climate agreement:
    In June 2020 a broad-based coalition, representing 171 out of the 179 members of the Danish parliament concluded a landmark climate agreement. It will quadruple Denmark’s total offshore wind energy capacity by 2030 and could meet electricity demand of 7.7 million European households.

    The agreement includes:
    - The world’s first energy islands and more renewable energy
    - Investments in green technologies of tomorrow – carbon capture and Power-to-X
    - Green transition of industry
    - Efficient use of energy and renovation
    - Green heating
    - Green transport
    - Green tax reform

    To elaborate with a few examples:
    Energy islands act as hubs, allowing the connection of several offshore wind farms, distributing power between the countries connected to the island. The two titanic offshore wind energy islands will be located in the North Sea and Baltic Sea and can help increase Europe’s share of renewable energy. Fur-thermore, the agreement will provide significant investments in the develop-ment of carbon capture technology and sustainable e-fuels such as green hy-drogen.
    The agreement will also transform the Danish heating sector by lowering taxes on renewables and incentivize the replacement of oil and gas heaters with heat pumps and district energy. Furthermore, it will fund charging stations for elec-tric vehicles and help the industrial sector decarbonize through energy efficien-cy measures and increasing the use of renewable electricity and biogas.


  • Building sector

    Redesign
    Green renovation and housing agreement: In Denmark a political agreement has recently been entered to ensure green renovation of the social housing sector in 2020 and 2021-2026 for 30 billions dkk. The agreement entails a structural shift in the Danish National Building Fund’s support system containing a new green support criterion, a new green guarantee and a fund for experiments which will improve energy efficiency of buildings in the social housing sector.
