Response
Emergency measures in the short term (a few months to one year) to address concerns that have directly emerged from the COVID-19 pandemic and may include forced action.
Recovery
Socioeconomic measures in the medium term (one to a few years) with an environmental and climate focus to “build back better” from COVID-19, and usually involves planned, intentional action.
Redesign
Paradigm shifts and measures in the long term (more than a few years to a few decades) toward redesigning current socioeconomic and sociocultural systems to be sustainable and resilient.

  • Sustainable finance (public/private)/market mechanisms/carbon pricing

    Redesign
    Indonesia already has a technical policy framework that can stimulate the local people's economy (impacted by COVID-19), by enacting Ministry of Environment and Forestry Regulation No. P.70/2017 where civil society (especially people living around forests) will be able to access financing from REDD+ Result-Based Payment. This would also means that an Incentive Scheme has been prepared through MoEF Regulation no. P. 70/2017 *).
    Meanwhile, details of activities will be available under the Investment Plan.
    The purposes of the REDD + incentive scheme will include:
    (1) Programs that can generate income
    (2) forest patrol guards (incentives to physically protech the forest by patrolling).

    The Government of Indonesia has a series of policies on State Civil Apparatus work system during the outbreak of COVID-19 Pandemi and New Normal Era through:
    the enactment of and circulation of several notifications (circulation letter) to government employees for working during COVID-19 pandemic and transition of new normal era, such as:
    1. Notification (Circulation Letter) of Minister for the Administrative and Bureaucratic Reform, addressed to State Civil Apparatus (Aparatur Sipil Negara/ASN) No. 50/2020 dated 20th April 2020 on Adjustment of Working System for State Civil Apparatus in efforts to prevent the transmission of COVID-19 within government agencies. ASN should work in Work-From-Home (WFH) system and implement health protocol during the outbreak of COVID-19 pandemic
    2. Notification (Circulation Letter) of Minister for the Administrative and Bureaucratic Reform, addressed to State Civil Apparatus (Aparatur Sipil Negara/ASN) No. 58/2020 dated 29th May 2020 on Working System During New Normal Era. There is a flexibility for ASN in setting their works location during New Normal Era either Work-From-Home (WFH) or Work-In-Office (WIO) and implementing health protocol everywhere.
    3. Regulation of Minister for Finance, followed by the line ministries, on refocusing the national budget at government agencies at national dan provincial levels for prioritising health issue in order to respond and tackle the impact of COVID-19

    Recovery Redesign
    Maintaining forest and peat ecosystem. The government of Indonesia has committed to protect remaining primary forest areas and peatlands by issuing permanent ban on new licences in primary forests and peatlands. This measure can support Indonesia’s resiliency in addressing climate crisis impacts, natural disasters and pandemics. Forest ecosystem provides services and plays important roles of the livelihoods of local communities that are beneficial for economic recovery and human health. Moreover, it has also been known that healthy forest ecosystem may contribute to reducing risks for future pandemics due to zoonotic disease infection.

    Response Recovery
    Afforestation and ecosystem restoration. Indonesian government has ratified UNCCD in which one of the programs is to combat habitat loss and land degradation by restoring degraded and critical lands as well as afforestation. This program can be used to create jobs for communities due to its labour intensiveness to support economic recovery after the pandemics.

    Recovery Redesign
    The COVID-19 pandemic has a positive impact on ecosystem restoration as well as in improving the quality of carbon stocks.
    Method for assessing the quality of carbon stocks are:
    (1) Integration of environmental services into ecosystem-based carbon stocks in national parks: Carbon Stock be related to forest environmental services with assumption: If carbon stock decreases, the function of environmental services will be degraded.
    (2) Accounting the Value of Carbon Stock:
    (2a) Carbon Stock Value = Biodiversity Value + Water Service Value + Tourism Value
    (2b) Carbon Stock Economic Value’s estimation ($/ton C) = Total Economic Value of Environmental Services (biodiversity, water services, landscape beauty) divided by Volume of Carbon Stock.
