Categories

Response
Emergency measures in the short term (a few months to one year) to address concerns that have directly emerged from the COVID-19 pandemic and may include forced action.
Recovery
Socioeconomic measures in the medium term (one to a few years) with an environmental and climate focus to “build back better” from COVID-19, and usually involves planned, intentional action.
Redesign
Paradigm shifts and measures in the long term (more than a few years to a few decades) toward redesigning current socioeconomic and sociocultural systems to be sustainable and resilient.

1.Climate mitigation measures

  • Transition to renewable energy

    Response
    The country launched an initiative through the National Strategy of Renewable Energy to reduce greenhouse emissions. The idea is to promote access to clean energy, until the local level, through the development projects that involve solar panels and other forms of renewable energies.

  • Sustainable transportation

    Redesign
    In Mozambique, the cities facing the fast-growing challenge, which request a different approach in terms of urbanization, to reduce low carbon emission. These actions are mainly related to the transport system and energy efficiency, were are promoted the use of gas vehicles and transport modernization. At the same time, are highlight waste management through the recycling process and access to new technologies to increase energy efficiency.

    Recovery Redesign
    The Government is engaged in low carbon agricultural practices, through conservation agriculture and other clean technologies. These actions ensure that the investments in this sector, are totally aligned with emission reduction, as reported in the first BUR, and the National Communication of Mozambique.

2.Climate adaptation measures

  • Infrastructure

    Response
    Remembering that more than 70% of the Mozambicans living in rural areas, without any conditions to deal with extreme weather events, the country has adaptation as the main priority in the National Strategy of Climate Change. Therefore, to strengthen the capacity to respond to climate risks, the country is improving the institutional capacity reinforcing the early warning system, installing and modernizing the weather stations. On the other hand, were increased the adaptive capacity of vulnerable people, improving infrastructures, such as water systems and access roads, rather than human resource capacity.

  • Adaptation planning

    Response
    After the approval of the National Climate Change Strategy (2013), the Government was engaged in the integration of climate change at different levels and plans. These actions resulted in 119 Local Adaptation Plans (LAP). Basically, were introduce the participatory climate vulnerability assessment and social protection measures to identify, and reduce people's vulnerability, also take into account the vectors of disease transmission associated with climate change.

3.Cross-cutting measures

  • Governance

    Recovery Redesign
    The gender issues and the social-economic vulnerable of the people are at the top of the Government agenda. Therefore, were introduced in the local planning, social protection aspects focus on livelihoods, through the seasonal livelihood program, help them, plan which is the right crops for each season. LoCAL and PRIORIZE projects are good examples of these initiatives.

4.Other environmental measures

  • Others

    Response
    This tripartite initiative involves the Ministry of Land and Environment, Interior and Culture and Tourism. It intends to promote the conservation areas focus on tourism based in nature and attract tourist to visit the country and also more investments in the country.
    in the perspective of overcoming the adverse effects of covid 19 taking into account that tourism is one of the most affected sectors in the Mozambican economy, this measure could minimize the effects of covid for the sector and gradually revive and boost tourism activities based on nature and conservation areas.
    This combined approach will contribute for the continuous application of prevention measures ( social and physical distance) and encourage the small entrepreneurs, local communities to revitalize the economy and ensure that new style of life does not affect dramatically and not harm people's survival, the richness of culture and ecotourism.

  • Waste management and Circular economy / sustainable production and consumption

    Redesign
    The forest sector in Mozambique, is one of sector which has gone several processes reforms starting with legislation and policy reforms which has main objective of promoting the protection, conservation, valuing and use of forest heritage, in its diversity of goods and services.
    In this period we face the Covid 19, the Ministry of land and Environment plan to introduce the digitization of the forestry information in Mozambique, which this system will help to move from analog to digital processes.
    The adoption of digital system contribute for the COVID 19 response in forestry sector, as this will contribute for the flexibility of the process and also avoid contact with forest officers and community people in this process of gathering and filling in information.
    Others measures which includes the use of drones for mapping and forest inventories, also submission of georeferenced information on forest inventories and management plans
