Response
Emergency measures in the short term (a few months to one year) to address concerns that have directly emerged from the COVID-19 pandemic and may include forced action.
Recovery
Socioeconomic measures in the medium term (one to a few years) with an environmental and climate focus to “build back better” from COVID-19, and usually involves planned, intentional action.
Redesign
Paradigm shifts and measures in the long term (more than a few years to a few decades) toward redesigning current socioeconomic and sociocultural systems to be sustainable and resilient.

    Response
    Improvement of supporting measures for RE electricity production.
    The transition to the auction model of renewable energy sources support that provide a sustainable approach to the development and attraction of investments in clean energy, which will contribute to decarbonisation of the industry.

    Response Recovery
    Energy-efficient measures implementation that enables reduction of dependence on imported energy resources by promoting investments in energy efficiency of housing and residential sectors;
    State support of small and medium business entities in energy efficiency measures, creating financial mechanisms for energy service companies, promoting energy services on heat supply facilities and central water supply.

  • Technological innovation (digitalization / hydrogen/ CCUS‚ etc.)

    Recovery Redesign
    Support of innovation-based ecosystems development (business incubators, scientific parks, R&D centres, technology transfer) and access to licensing rights for new domestic technologies created from the state budget.
    Increasing efficiency in innovations performed by scientific parks, commercialization of research results and experimental development.
    Involvement of business entities in the field of information technologies for creating digital services.

2.Climate adaptation measures

    Recovery Redesign
    Promoting investments for transport infrastructure modernization by using state-privat partnership including creating of smart-cities (transport, utilities, health sustem, education, help for people with special needs), improving the quality of life.

  • Measures related to ecosystem services / biodiversity / land use / agriculture

    Response Recovery
    Development of organic agriculture.
    Stimulation increase of agricultural production with high added value by partially reimbursing the cost of construction and reconstruction of facilities;
    Stimulating in creation and improvement of agricultural cooperatives by partially reimbursing the price of equipment of domestic production;
    Stimulating in creation and improvement of family farms by partially reimbursing the price of construction and cattle keeping;
    Local credit guarantees for purchasing processing capacities for new producers, partial reimbursement for organic farming.
