ResponseUp until now the government has adopted two emergency aid packages to mitigate the direct effects of COVID-19 on the economy and to provide temporary liquidity support to businesses (e.g. loan support, tax deferrals) to avoid large scale increases in unemployment and insolvencies. The Netherlands' government has committed to firmly uphold the 2030 and 2050 mitigation goals, which ensure a green foundation under the economic recovery from COVID-19. The National Climate Agreement commits the government to reduce domestic GHG emissions by 49% in 2020 and the Climate Act includes a binding target to reduce domestic GHG emissions by 95% in 2050.Contact Ministry of Economic Affairs and Climate Policy -

RedesignThe government has announced several short term measures to mitigate the direct impact of COVID-19, e.g. delays, risks of too little capacity trough unemployment and weakened demand, on the implementation of the 2030 mitigation goal. Examples include: a)subsidies for acceleration of energy efficiency measures in industry; b) more time for implementation of subsidized sustainable energy projects; c) more time for local governments to set up projects to increase energy efficiency of homes; d) plans to stimulate use of cycling.Contact Ministry of Economic Affairs and Climate Policy -

RedesignThe government is currently preparing its policies and measures for the economic recovery, including green investments required to strengthen the economy's sustainability. ResponseTo strenthen the resilience of the economy in the long term and support the transition to a climate neutral and circular economy, the government has announced the establishment of a 'fund for growth' (groeifonds) that will invest in a.o. education, research & development, innovation and infrastructure. Response Recovery RedesignThe online Climate Adaptation Summit is hosted by the Netherlands on January 25, 2021. It will be a state of the art, climate neutral virtual conference, streamed worldwide over 24 hours with (online) anchoring events from cities around the world. It will build on the work of the Commission, delivering enhanced ambition, accelerated actions, and tangible solutions to the problems of a warming world. COVID19 recovery and climate change mitigation
Response Recovery RedesignNL support for a sustainable and resilient recovery primarily targets multilateral institutions (via WBG, IMF, regional development banks) and multidonor initiatives (NDCP), supported by our diplomatic efforts. Coherent efforts are undertaken in governance of these institutions, engagement of our ministers, climate envoy and diplomatic representations abroad through a targeted diplomacy strategy, technical cooperation (e.g. ESMAP) and the participation in coalitions such as the NDC Partnership, the High Ambition Coalition, the Powering Past Coal Alliance, the Transport Decarbonization Alliance and the Leadership Group for Industry Transition. Our Dutch representations at multilateral financial institutions - together with like-minded countries - are actively pursuing strategic frameworks that apply the right priorities and criteria – so we can have an economic recovery powered by low carbon infrastructure, green jobs and resilient livelihoods. On the country level we aim to stimulate that with the support of these institutions countries can build back better and greener by investing in the decarbonisation of all economic sectors, in the transition to a circular economy and in climate adaptation and resilience.
