Response
Emergency measures in the short term (a few months to one year) to address concerns that have directly emerged from the COVID-19 pandemic and may include forced action.
Recovery
Socioeconomic measures in the medium term (one to a few years) with an environmental and climate focus to “build back better” from COVID-19, and usually involves planned, intentional action.
Redesign
Paradigm shifts and measures in the long term (more than a few years to a few decades) toward redesigning current socioeconomic and sociocultural systems to be sustainable and resilient.

1.Climate mitigation measures

  • Sustainable transportation

    Response Recovery
    The Government has imposed strict climate and environmental requirements on Scandinavian Airlines (SAS) in conjunction with its recapitalisation. As a consequence of these, the company is now sharpening its climate targets and will now decrease carbon dioxide emissions by 25 per cent by 2025, five years earlier than previously planned. It is very positive that SAS considers that emissions can be reduced by 50 per cent by 2030.

  • Sustainable transportation

    Response Recovery Redesign
    Night trains to Europe will be procured. The Government is investing in night trains to Europe to provide greater opportunities for low-carbon travel using public transport. The Swedish Transport Administration will now be instructed to conduct a procurement procedure with the aim of establishing night train services between Malmö and Brussels, and Stockholm and Hamburg, by 1 August 2022.

  • Transition to renewable energy

    Redesign
    The initiative Fossil free Sweden will support the business community's green recovery from the corona crisis. The government has extended the Fossil-Free Sweden initiative to 2024 to continue the transition to a fossil-independent business sector. The initiative will support the business community in the recovery during and after the corona crisis. The initiative also receives expanded assignments locally, regionally and internationally.

  • Sustainable transportation

    Response
    The government presented a temporary targeted contribution of SEK 3 billion in May to the regional public transport authorities. The support is a reinforcement to mitigate the effects of reduced travel due to covid-19. It is important that public transport works and is running so that people who have to travel to school or work can do so without the risk of congestion and increased spread of infection. Public transport is also a climate-smart way to travel and important for those who do not have their own car.

  • Sustainable transportation

    Response Recovery Redesign
    The corona pandemic has caused profitability problems for rail freight operators. To stimulate and secure the transfer of goods from road to rail, the government will invest SEK 200 million in 2020 in environmental compensation for goods operators. The investment is part of the work to reduce emissions in the transport sector and make a green restart after the corona pandemic.

  • Governance

    Response Recovery Redesign
    A new Ministerial Working Group on Climate Policy is established. The Government’s goal is for Sweden to be the world’s first fossil-free welfare nation. To achieve this, all policy areas must pull in the same direction and the issue of climate change must be integrated into all relevant policy areas. For this reason, the Government has decided to form a ministerial working group on climate policy.

    Response Recovery
    A new Green Jobs initiative has been established. One aim of the initiative is to alleviate unemployment linked to the ongoing outbreak of COVID-19.

3.Other environmental measures

  • Others

    Response Recovery
    Within the cooperation under the Nordic Council of Ministers, a project is launched to look at Nordic perspectives of green recovery. The project will contribute to evidence-based insights on effective green recovery measures with the Nordic countries in focus but also look at whether measures ought to be implemented on a national, Nordic or European level.
