Response
Emergency measures in the short term (a few months to one year) to address concerns that have directly emerged from the COVID-19 pandemic and may include forced action.
Recovery
Socioeconomic measures in the medium term (one to a few years) with an environmental and climate focus to “build back better” from COVID-19, and usually involves planned, intentional action.
Redesign
Paradigm shifts and measures in the long term (more than a few years to a few decades) toward redesigning current socioeconomic and sociocultural systems to be sustainable and resilient.

1.Climate mitigation measures

    Response Recovery Redesign
    Financing of a green planform - 1 billion NOK over 3 years (2020 - 2022). The Green Platform is a joint initiative between The Research Council, Innovation Norway, Siva and Enova for finanicing of large scale innovation projects from research to market introduction.

    Response Recovery Redesign
    Increase financing of Enova - 2 billion NOK in 2020 in addition to the annual funding of 3 billion NOK. Enova SF is owned by the Ministry of Climate and Environment and contributes to reduced greenhouse gas emissions, development of energy and climate technology and a strengthened security of supply.

3.Cross-cutting measures

    Response Recovery Redesign
    Outdoor life and the opportunity to be out in nature became extra important during covid 19. The government worked closely with the central outdoor life organizations throughout the year, to get as many people as possible out into nature when so much of society was otherwise closed down. This has been important for public health throughout the year. The government allocated a total of NOK 24 million in extra funds for outdoor life during the year, in addition to the ordinary allocation for outdoor life of NOK 245 million. In addition, the government was flexible on how the funds for outdoor life were used, as long as it was within the outdoor life purpose.

    On 7 February 2020, Norway submitted an enhanced climate target under the Paris agreement. Norway's new and strengthened target is to reduce emissions with at least 50 %, and towards 55 % by 2030 compared to 1990 levels.

    In February 2021, the Norwegian Goverment issued a climate plan (white paper) for how to reach the 2030 climate goals. Main elements are: The Government intends to raise taxes on greenhouse gas emissions and offset this by reducing other taxes for groups that are affected by greenhouse gas taxation. This will give stronger financial incentives to choose climate-friendly solutions. The carbon tax, which at present is about NOK 590 per tonne CO2 equivalents, will be increased to about NOK 2 000 per tonne CO2 equivalents up to 2030. The Government considers that this will be sufficient to ensure that Norway meets the commitment in its agreement with the EU to reduce emissions by 40 % by 2030. CO2 emissions from road traffic must be further reduced, and the Government is therefore maintaining the targets for the introduction of zero-emission vehicles, expressed as shares of new vehicles sold, as set out in the National Transport Plan for 2018–2029. It is therefore important to ensure that vehicle taxes and other policy instruments continue to provide incentives to reduce CO2 emissions and to phase in zero-emission vehicles.

4.International Cooperation

  • COVID19 recovery and climate change mitigation

    Response Recovery
    Norway's international climate and forest initiative (NICFI), REDD+-financing, ODA. NICFI supports development countries efforts to reduce emissions from deforestation and forest degradation. NICFI's budget was not increased, but in light of Covind-19, priority was given within the budget frame to support for capacity building in partner countries (e.g. control and law enforcement) and support to indigenous peoples. For example in Colombia extra support was given to UNODC to combat forest crime.
