1.Climate mitigation measures

Building sector
Tax deduction for energy requalification and building renovation. The D. L. n. 34 of 19 May 2020 (the so-called “Decreto Rilancio”) provided in the art. 119 incentives for energy efficiency, bonus earthquake, photovoltaic and electric vehicle charging stations
The tax deduction provided for energy saving interventions by art. 14 of the D.L. n. 63/2013 can be raised to 110% to be divided into 5 annual installments of the same amount, for expenses incurred from 1 July 2020 to 31 December 2021,for the following interventions:
1. thermal insulation interventions of opaque vertical and horizontal surfaces affecting the building envelope with an incidence greater than 25% of the gross dispersing surface of the building itself;
2. interventions on the common parts of the buildings for the replacement (not integration) of existing heating systems with centralized condensing, heat pump, hybrid, geothermal systems, also combined with the installation of photovoltaic systems and related storage and micro-cogeneration systems ;
3. interventions on single-family buildings for the replacement (not integration) of existing heating systems with heat pump, hybrid, geothermal systems, also combined with the installation of photovoltaic systems and related storage and micro-cogeneration systems.Reference https://www.mise.gov.itContact Ministry of Economic Development -
Building sector
The National energy efficiency fund. The national fund for energy efficiency is a revolving fund foreseen by the Ministry of Economic Development and is aimed at financing the energy efficiency interventions conducted by public entities, ESCOs and companies. Main interventions financed are:
• Energy refurbishment of public buildings and social housing
• District heating/cooling
• Improvements of public lighting
• Energy consumption reduction of industrial processes.
The fund has two sections that operates on:
- 30% of guarantees concessions (single or multiple interventions/funding for interventions made by companies)- of this amount, 30% are dedicated to district heating and cooling;

Building sector

Sustainable transportation
Experimental bonus mobility program. Following the epidemiological emergency from COVID-19, art. 229 of the Law Decree n. 34 of 19 May 2020 (the so-called Relaunch Decree) made changes to art. 2, paragraphs 1 and 2 of Legislative Decree 111/2019, providing incentives for sustainable mobility alternative to local public transport to guarantee the right to mobility of people in urban areas. Specifically, all adults over 18 years of age in cities with a population of over 50,000 inhabitants are expected to receive a "bonus mobility", equal to 60 per cent of the expenses incurred and in any case not to exceed € 500, starting from 4 May 2020 and up to 31 December 2020, for the purchase of bicycles, including pedal-assisted bicycles, as well as vehicles for personal mobility with mainly electric propulsion, such as segways, hoverboards, scooters and monowheels or for the use of shared mobility services for individual use excluding those by means of vehicles.

Sustainable transportation
Bonus/Malus.The 2019 Stability Law introduced incentives to citizens for the purchase of new electric and hybrid cars. 700 million euros have been allocated for the three-year period 2019/2021 for the provision of incentives (up to a maximum of 6,000 euros) for the purchase of new cars with CO2 emissions of less than 60g / km parameterized according to the level of emissions and the eventual scrapping of a car with emission standards up to Euro 4. A tax was also introduced (up to a maximum of 2,500 euros) on the purchase of new cars with CO2 emissions greater than 160g / km, parameterized according to the level of emissions

Waste management and Circular economy / sustainable production and consumption
Measures to promote the circular economy - "#iosono Ambiente" program. The Law Decree 14 October 2019, n.111 (so-called: DL Clima), in art. 1-ter establishes a fund called "Program #iosono Ambiente" to finance projects, initiatives, programs and campaigns, including the voluntary activities of students, aimed at spreading the values of environmental protection and sustainable development, and in particular on instruments and actions to combat, mitigate and adapt to climate change

Waste management and Circular economy / sustainable production and consumption
Measures to promote the circular economy - Testing of the "green corners". In order to reduce waste, waste production and contain GHGs reductions, the Decree Law n.111 of 14 October 2019 (so-called: DL Clima) has provided an economic contribution of € 40 million for the years 2020-2021 for the experimentation of the "green corners" for the sale of products in the shops of the cities, starting from the small ones and from the shops, as well as to promote the opening of new entirely "green" shops

Waste management and Circular economy / sustainable production and consumption
Measures to promote the circular economy - Experimental program "Mangiaplastica". The Law Decree n.111 of 14 October 2019 (so-called: DL Clima), in order to limit the production of plastic waste, established the "Mangiaplastica" Experimental Program with a budget of € 27 million for the period 2019-2024 to be provided to municipalities and large-scale retail businesses that want to equip themselves with so-called "plastic-eaters" machines, which collect plastic bottles and return a bonus to the citizen
Resources allocated: 2 million euros for the year 2019, 7 million euros for the year 2020, 7 million euros for the year 2021, 5 million euros for the year 2022, 4 million euros for the 2023, 2 million euros for the year 2024
