"Hari Raya Nyepi" is one of Hindu festivities implemented by Hindu society all over the World, marking a Saka New Year. In Indonesia particularly in Province of Bali, every once a year, the Hindu society celebrates the NYEPI through a conduct of full- day meditation inside the house without lighting (darkness). They are not allowed to have activity outside the house, and it means no fire and no electricity. From the perspective of environmental measures and climate change in particular, one of Hari Raya NYEPI's advantages is reducing GHG emission based on local tradition and wisdom. During the COVID-19 pandemic, the implementation of NYEPI has been extended for 3 days.
Nyepi has also been shown to have a positive impact on the environment, even if it is just for 24 hours. A 2015 study by the Indonesian Agency for Meteorology, Climatology and Geophysics found that total suspended particulate (TSP) concentrations decreased by 73-78% in urban areas on the Balinese Day of Silence, while an analysis by the Intergovernmental Panel on Climate Change (IPCC) saw a 33% reduction of greenhouse gas emissions on Nyepi Day (see the link).

RedesignIndonesia already has a technical policy framework that can stimulate the local people's economy (impacted by COVID-19), by enacting Ministry of Environment and Forestry Regulation No. P.70/2017 where civil society (especially people living around forests) will be able to access financing from REDD+ Result-Based Payment. This would also means that an Incentive Scheme has been prepared through MoEF Regulation no. P. 70/2017 *).
Meanwhile, details of activities will be available under the Investment Plan.
The purposes of the REDD + incentive scheme will include:
(1) Programs that can generate income
(2) forest patrol guards (incentives to physically protech the forest by patrolling).

ResponseThe Government of Indonesia has a series of policies on State Civil Apparatus work system during the outbreak of COVID-19 Pandemi and New Normal Era through:
the enactment of and circulation of several notifications (circulation letter) to government employees for working during COVID-19 pandemic and transition of new normal era, such as:
1. Notification (Circulation Letter) of Minister for the Administrative and Bureaucratic Reform, addressed to State Civil Apparatus (Aparatur Sipil Negara/ASN) No. 50/2020 dated 20th April 2020 on Adjustment of Working System for State Civil Apparatus in efforts to prevent the transmission of COVID-19 within government agencies. ASN should work in Work-From-Home (WFH) system and implement health protocol during the outbreak of COVID-19 pandemic
2. Notification (Circulation Letter) of Minister for the Administrative and Bureaucratic Reform, addressed to State Civil Apparatus (Aparatur Sipil Negara/ASN) No. 58/2020 dated 29th May 2020 on Working System During New Normal Era. There is a flexibility for ASN in setting their works location during New Normal Era either Work-From-Home (WFH) or Work-In-Office (WIO) and implementing health protocol everywhere.
3. Method for assessing the quality of carbon stocks are:
(1) Integration of environmental services into ecosystem-based carbon stocks in national parks: Carbon Stock be related to forest environmental services with assumption: If carbon stock decreases, the function of environmental services will be degraded.
(2) Accounting the Value of Carbon Stock:
(2a) Carbon Stock Value = Biodiversity Value + Water Service Value + Tourism Value

ResponseIndonesia is now the Chair of Asia Pacific Regional Forum on Health and Environment (APRFHE).
